Go to the Java control panel under "network" and make sure that "Keep temporary files for fast access" is checked. This can happen if the Java files are not being cached. The installer should now open with its message "Welcome to the App Inventor setup installer". The computer might complain that you are installing a package from an unknown developer, but go ahead and press OK. Right click on that and open it with Installer.
